Signature du protocole d'accord pour l'organisation à Djibouti de la 42ème Conférence de l'UPA (Novembre 2019)

Le Président de l’Assemblée Nationale, l’Honorable MOHAMED ALI HOUMED et Monsieur IDI GADO BOUBACAR, Secrétaire Général de l’Union Parlementaire Africaine ont procédé à la signature du protocole d’Accord relatif à l’organisation en Républicaine de DJIBOUTI de la 75ème Session du Comité Exécutif et de la 42ème conférence de l’Union Parlementaire Africaine (Djibouti, 25-29 Novembre 2019).

A cette occasion, le président de l’Assemblée Nationale, Son Excellence Mohamed Ali Houmed, s’est exprimé en ces termes : « Nous avons reçu le Secrétaire général de l’UPA, Monsieur IDI Gado Boubacar, dans le cadre de la préparation de la 75ème Session du Comité Exécutif et de la 42ème conférence  de l’Union Parlementaire Africaine qui aura lieu dans notre pays. Vous savez, l’UPA, c’est un cadre de rencontre parlementaire au niveau du continent donc, c’est un événement important. Quand la République de Djibouti a demandé à abriter cette Session, sa proposition a été acceptée à l’unanimité et je pense que c’est un événement important qu’il faut savoir prendre avec beaucoup de soins ».

Le Secrétaire général de l’UPA à affirmé toujours à cette occasion : " C’est dans le cadre des préparatifs de ces sessions que nous sommes ici et nous avons été bien accueillis. Outre le Président de l'Assemblée Nationale, nous avons également rencontré le  comité d’organisation ainsi que les députés membres de l’UPA de la section Djiboutienne, ce qui a facilité notre mission.

L’aboutissement de cette mission a été le protocole d’Accord où sont mentionnées les obligations  de l’Assemblée Nationale de Djibouti et de l’UPA en vue de  la bonne organisation de ces sessions. Ces rencontres regrouperont  plus 200 parlementaires ainsi que des représentants d'institutions internationales qui y prendront part en tant qu’observateurs."

Democratic Republic of the Congo chairs Executive Committee of the African Parliamentary Union

The President of the Senate of the Democratic Republic of the Congo, Jean-Michel Sama Lukonde Kyenge, was elected on Saturday (22.22.2025) as President of the Executive Committee of the African Parliamentary Union (APU) for a one-year term.

The President of the Executive Committee was elected during the 47th UPA Conference, held from 21 to 22 November.

The Conference of Presidents of National Parliamentary Assemblies is the supreme body of the Union, composed of the Presidents of National Parliamentary Assemblies or their representatives.

The APU, founded in 1976, aims to promote unity of action among the parliamentary institutions of African states; to establish itself as a forum for the national parliaments of the African continent and as an instrument of parliamentary dialogue and cooperation in the service of peace, democracy, good governance and sustainable development.

The organisation also aims to work towards the progressive establishment of a true African legal community based on the political, economic, social and cultural realities of the continent, as well as to promote contacts between African parliamentarians on the one hand, and between African parliamentarians and those from the rest of the world on the other.

Around 200 delegates participate in the Executive Committee Session and APU Conference in Kinshasa

Around 200 delegates from Africa and other regions of the world participated in the 84th Executive Committee Session and 47th Conference of the African Parliamentary Union (APU) in Kinshasa, Democratic Republic of the Congo, from 18 to 22 November 2025.
The delegates came from Algeria, Burkina Faso, Burundi, Cameroon, Djibouti, Gabon, Gambia, Ghana, Equatorial Guinea, Liberia, Mali, Morocco, Mauritania, Mozambique (as an observer), Niger, Senegal, Democratic Republic of Congo, Chad, Togo, Tunisia and Zimbabwe.
The League of Parliamentarians for Al-Quds and Palestine, the Inter-Parliamentary Union (IPU), the Youth Organisation for the European and African Union and the Consultative Council of the Arab Maghreb Union also participated as observers.
